NORKA ROOTS is the only authorized Government of India agency in the State to undertake attestation of educational certificates following Ministry of Human Resources Development (MHRD) guidelines. For the sake of convenience of people of Kerala at large, this has been done through three Certificate Authentication Centres (CAC) functioning at Thiruvananthapuram, Ernakulum and Kozhikode. As per the requirements of the candidate, the authenticated certificates are forwarded to the NRK Development Office, New Delhi for MEA attestation and the Embassy attestation, and to Mumbai for Consulate attestation thereon. At present, NORKA-ROOTS submit certificates to the Embassies of UAE, Saudi Arabia and Kuwait for attestation.
The certificate holder should apply in the prescribed application form available in the centres with all the documents and requisite fees. Application form can be obtained free of cost from the CACs on production of passport copy of the certificate holder. The attestations are usually done on week days – Monday to Friday from 10 AM to 2.30PM.

The following certificates are authenticated by Attestation Officers without prior verification with issuing authorities
All certificates issued by various Universities in Kerala
Certificates issued by Joint Controller of Technical Examinations, on behalf of State Board of Technical Examinations.
Certificates issued by Secretary Board of Public Examinations, Kerala, viz SSLC, Type writing (lower/higher) Certificates. Short hand (Lower/Higher) Certificates, TTC Certificates & such other certificates.
Certificates awarded by Chairman, Board of Examiners, on behalf of Directorate of Medical Education (eg: D. Pharm, D.MLT, DMRT etc)
DNB Certificates issued by National Board of Examiners will be authenticated, provided the applicant should have completed the course from any of the Medical Colleges in Kerala and it should have been added as an additional qualification in their TC Medical Council Registration Certificate.
Certificates issued by NIOS will be authenticated, provided the applicant should register in any of the regional centers of NIOS in Kerala and should appear for the examination in any of the centers within Kerala. Candidate should produce a certificate in this regard from the authorities concerned

With India’s accession to the Hague Convention of October 5, 1961 abolishing the requirement of legalization of foreign public documents, Government of India, Ministry of External Affairs at CPV Division, Patiala House started issuing Apostilles w.e.f. August 29, 2007. Apostille stickers will be issued on the personal documents like birth, death, affidavits, power of attorneys, marriage etc and educational documents like degree, diplomas, matriculation and secondary level certificates. However, commercial documents are excluded from the purview of the Convention.
All documents should be first authenticated by the designated agencies in the State from where the document has been issued. In case of personal documents, Home Department in Government is the designated authority. In case of educational documents, Certificate Authentication Centres (CACs) of NORKA ROOTS is the designated authority. Documents attested by these authorities then need to be presented to MEA for issue of Apostilles. Apostille is acceptable in 104 member countries of the Convention. Apostille is performed only on original documents and not on photocopies.
