RASHTRIYA KRISHI VIKAS YOJANA (RKVY)

This special Central Assistance Scheme was launched to rejuvenate agriculture sector during 11th Five Year Plan. The scheme is being implemented with a total outlay of 321.40 crores. The RKVY funds are provided to States as 50% grant by the Government of India.

The basic features of this scheme are:

  • Incentivise States so as to increase public investment in agriculture and allied sectors.
  • Provide flexibility and autonomy to the states in the process of planning and executing schemes.
  • Ensure preparation of schemes based on agro climatic conditions, availability of technology and natural resources.
  • Ensure that local needs/crops/priorities are better reflected in the plans.
  • Reduce yield gap in important crops, through focussed interventions.
  • Maximise returns to farmers.
  • Bring about quantifiable changes in production and productivity.

For achieving this, the state will have to initiate specific projects with definite time-lines and clear objectives for agriculture and allied sectors. Each district will formulate District Agriculture Plan by including all resources available and by integrating the District Plans, the state will prepare a Comprehensive State Agriculture Plan. The District Agriculture plans and the State Agriculture Plan prepared by the Department of Agriculture would be integrated with the State Annual Plan by the State Planning Board.

Agriculture

  • Rice based cropping systems
  • Coconut based cropping systems
  • Vegetable cultivation and market support
  • Strengthening of Dept. farms
  • Fallow land cultivation
  • Agricultural mechanization

AH & Dairy Development

  • Cattle feed and fodder production
  • Hygienic milk production
  • Poultry & Meat
  • Strengthening of Dept. farms

Fisheries

  • Inland aqua culture & infrastructure development

Kerala Agricultural University

  • Rice improvement
  • Seeds and planting material production
  • Farm mechanization
  • Plant protection and organic farming
  • Bio fertilizers and Bio control agents


IMPACT OF RKVY

Increase in:

  1. The production of paddy, coconut and vegetables in agriculture
  2. Production of milk, egg and meat in Animal Husbandry and dairy sector
  3. Inland aqua culture in fisheries sector

Paddy :

  1. 14,000 ha additional area through fallow land cultivation
  2. 6,000 ha to double crop area
  3. 1,200 ha under upland cultivation
  4. Increase in productivity from 2.4 tonnes/ha to 3 tonnes/ha
  5. Change in the mind set of farmers to small farm mechanization

Coconut: -

  1. Better disease management, intercropping, INM, IPM, improving irrigation facilities, Value addition and product diversification

Vegetable: -

  1. Special vegetable development programmme
  2. Additional production of 80,000 MT of vegetables

Animal Husbandry and Dairy:

  1. Increase in meat, milk and egg production

Fisheries :

  1. Increase in inland aqua culture and ornamental fish farming
